Of course it refers to coding, as in computer code.
The 6 is basically there because Illinois plates
are cheaper if you include a number. It is
a very slight reference to the line from "The
Prisoner". Someone once told me that
police refer to a bathroom break as a CODE
6.
I have not confirmed this.
